Carta-Modelo em inglês:
Distinguished Japanese authorities,
We are appalled by the news came from Midori-cho, Kameyama-city, Mie-Prefecture about their act of trapping pet and feral cats and take them to the pound to be gassed to death.
This sort of practice belongs to uncivilised people who can only solve minor problems by killing innocent sentient beings. Also, we understand that their act was against the article 44 of your Act on Welfare and Management of Animals. "A person who has destroyed or injured, without reason, a protected animal shall be punished by imprisonment with work for not more than one year or a fine of not more than one million yen.". Therefore, trapping of feral cats except for protection purposes is apparently illegal as cats brought into the pounds get destroyed as a principle.
The following is the detail of Midori-cho incident.
On the 22 September, the resident's association of Midori-cho in Kameyama, Mie prefecture sent a circular to all its residents.
It said 'We will be trapping and destroy all feral cats. Cats will be taken to Suzuka pound. If you own a trap, please cooperate us to catch the ferrals.' The document had the contact details of the president of the Residents' Association.
(Content of the circular)
To all members,
from Kiyoaki Hamada, chairman of Midori-cho Residents' Association,
We would like to operate "Culling of feral cats" as the residents' association. Trapped feral cats will be taken to Suzuka pound for disposal.
Period: Between 11 Oct. and 30th Nov.
※ If pet cats is disappeared, please contact the pound and the police.
※ Suzuka city pound 059 382 8674※ Kameyama Police Station 059 582 0110
Those who have their own traps, please cooperate to catch the "Feral cats".Contact the chairman, Kiyoaki Hamada at xx xxx xxxxx
The followings are just few example of the circular going around in Midori-cho.
"Owners who are not keeping their pets properly and bothering neighbours are violating Article 7 of the Animal Welfare and Management Law. In such cases, you have no ownership rights of the animals if you are violating the law."
"If pet animals cause any harm to their neighbours, their owners must be obligated to compensate according to Article 718 Civil Code."
"Culling is the only way to eliminate nuisance by pet cat and feral cat.""Please don't worry, it's not against The Animal Abuse Law. Let's clean up vermin legally!"
"It's best to use traps and take them to the pounds. It's also effective to put the poisonous bait on the grounds around your home. Anyway, no mercy is necessary to exterminate cats".
THIS IS ABSOLUTELY HORRENDOUS! and against the law.
We strongly urge that Mie prefecture to obey the law and prohibit trapping feral cats IMMEDIATELY, and employ sterilisation as more civilised and humane measure to control the cat population.
We sincerely hope that international reputation of Japan as a civilised nation will not be damaged because of Mie's illegal act. As a country of Buddhism, we expect you to show compassion and respect for life.
Thank you for your attention and we look forward to hearing brighter news from you soon.
